Why can't i install IE 7?

I nlited my xp, and this is IE 7 log.

maybe this is error in install from that ie7 log file

ERROR: |Initialize >>> Couldn't initialize the Windows Update Manager, HRESULT:0x80040154

So does it say that i have to turn on windows update to instal ie7?

EDIT: i tried msxml 6 and it couldnt instal, i have newer version already installed
