Anyoen know how to merge cells in one dimension but not the other?

I have a horrible Excel worksheet sent to me by some surveyors. The cells have been merged in row pairs right across the 30 columns, i.e.

------------------- -------------------

------------------- has become

------------------- -------------------

The columns are unmerged. Question: is there a way to recombine the row pairs right across the document WITHOUT also merging the columns...

Thanks!

I'm still trying to figure out what you actually want. The description seems to cxontradict itself.

The answer would probably imply merging what you want then use "paste special" to paste the format on the rest of the cells.
