No, while they mostly support the same formats, I've found that 7-Zip can extract several executables that WinRAR can't.

The main difference however is that WinRAR is a commercial product with a nominal 40 day trial, after which you get a nag screen when starting up (but don't lose any functionality). 7-Zip on the other hand, is a free and open source project.

For the average end user, there's no real difference.
