Question on Multi Language Pack

I brought a Laptop with Vista Home Premium English on it. I want to know if I can change it to other language (like Chinese). In Microsoft web site said only "Enterprise" version can change language, is that true???

When you go to update Windows, do any language packs appear as optional updates?

To install a MUI language pack, you need to be running Business, Enterprise, or Ultimate.
