dreamscene issue

I tried to use the windows dreamscene and no matter what video or format that I select there is a band of jumbled pixels across the top of the video. Below this jumble the video looks great. It does whether I am playing it in full screene or windowed mode. I have an 8800GTS 640MB video card with a C2D6850 and 2GB ram.
