I just got a DVD-writer and it comes w/ Nero 7 but it doesn't install correctly because it written for Win2000 or higher. Is there a work around for this or will I be stuck using DVD decrypter, DVD Shrink and ImgBurn? It seems all of the DVD software for DVD writers are for Win 2000 or better. I know Win98 no longer supported. Right now I'm running Win98SE2ME.

Nero 6 works with Windows 98 SE and it supports DVD Writing. See if you can contact Nero on getting your hands on Nero 6.

the current release of Nero 7 is Nero 7.10.1

I have Nero 7.09 on my Vista machine but Nero 6.6.1.15 on my cousin's Win98se PC
