Automate creating shared folders?

Is there a way to lets say, automate creating many folders, with specific names, and a set shared/security setting?

I need to create around 300-400 folders with different names (corresponding to peoples login names) and set the sharing so that it gives domain admin full control, and that person read/write control, in both sharing and security.

Really dont wanna do it by hand.

Oh im sorry, I want to give them Read/Write Permissions, and Admins full Permissions. lemme go edit the topic.
