  1. I have the same problem on a relative's computer with swedish Vista Home Premium x86. Just did a factory reset to freshen up his system and after iterating Windows Update "until empty" I end up in the mentioned state with english IE9 and Windows Update trying to reapply (and failing) the IE9 update forever. I uninstalled the IE9 update and downloaded the offline installer. When running the installer I can see the progress bar first saying it is installing IE, which seems to work, then it switches progress text to say it is installing language pack and fails the install shortly after. It ends up in the same state (english IE9) so it seems the install leaves the successful part on the system. I fail to find separate install of IE9/Vista swedish language pack. Any ideas on how to find out why the bundled language pack install fails?
