    Probably plug-in is required at once. Once it is recognized, I will think that it is unnecessary after that. It is the same as the 'Mouse Keys' in a standard control panel.

    I understand. If disabled all mouse or any pointing device in device manager, mouse pointer is hidden. If enabled one of mouse or any pointing device in device manager, mouse pointer is shown. If any HID-mouse device already installed, mouse pointer always showing. Not need real mouse plugged in.

    There is freeware TouchMousePointer, that controls mouse pointer by touch screen. Easy switching on/off in taskbar.
