I have a similar script; but I'm using BGInfo from here. It has a built-in feature to replace the default user wallpaper (ie, the screen under Login) which we use to load disclaimers in our educational rooms. Works a treat. We use Group Policy to ensure the PCs themselves run the script at system startup. Not sure if that helps you...?
