I don't know of any way to reinstall services, but.. You can try copying the service registry entries from another OS, finding the files for it, registering them.. I had removed something to do with networking and couldn't configure my network properly in the network and sharing center. Took a bit of hack up trial and error to get it working enough. This is all providing you mean the "UPnP Device Host" service, and not something else.

Doesn't seem like a proper list. It's supposed to be SP2 onward, no? It's missing tons of updates and lists service packs 1 and 2 for download. Wish people supported Vista more.
