    Install an unmodded/ v-lite working os, install vlite and other needed software, create your vista cd. Keep in mind that u need to install an x64 OS if adding language packs to Vista x64. You can use a virtual OS for this. I had the same issue, on vlited Vista. Tried varius installation methods, or finding another wimfltr stuff, but they didnt help.
