    I do not know whether this will work for Bart PE but I was able to get the Windows Installer service working on Windows PE. Copy the MSIExec.Exe from a valid XP/2003 Source to the System32 directory. Then run MSIExec /RegServer Net Start MSIServer Then the Windows Installer Service will be running.
