PC freezes and then when restarted it doesnt boot up

Hello,

Got an issue that has been with me for while with no solution....

my pc freezes randomly can work for as long as 2 or 3 days and then freezes or couple of hrs sometime even minutes after a restart and it freezes

when this happens i have to shut down my pc through the power button and when i power up the pc it might boot up or not i may have to repeat the process (screen doesnt open fan sound and hard drive sound operational but nothing happens and its stuck at that)

now it has to be booted up shut down again and then booted up to work and the freezes are becoming more common

which is becoming a real hassle

i do reach high cpu temp sometimes (60 c) but it should shut down/restart not freeze (freezes happen at less temp that threshold)

plus it happens at random intervals

and this is not in any way related to over using the processor i majorly use it for downloads and movies

chenged the case to a completly new one with extra fans and all, stayed 2 month kool then the freezes started happening again (change cuz of power supply)

when i start up the pc i can hear the dvd roms ticking as in a loop and in some time removing the power cable would start up the pc normally

no new hardware has been installed been running my xp for quite some time and it happend after a fresh install of xp

have 1 gig rams and my hd is frequently both protected (antivirus ...etc )and defraged

mostly its of a hardware problem as for software it been the same im using only updated versions diffrent anti virus and such maybe it software

no bsod happens it just freezes up

what might be causing such a problem....... i want to know how to tackle this issue
