[help] regional and language options gone?

ehm well hi this is my first time posting... anywho i use a dvorak keyboard layout which i had enabled thru the regional and language options, no trouble there... it worked just fine too with the convenient keyboard icon in the taskbar. I made the ill fated descion to disable the keyboard icon (as i was not planning on using the qwerty layout again) and now... my regional and language options will not open, double click as i may ahhh! so far ive tried

1) creating another user account

the regional and language options icon wasnt there at all!

2) Snooping around in the registry

But where?!

3) google google google :P

so thats my story, if anyone could be of assistance, I would deeply appreciate that

In the regiustry, you can change the keyboard and default in Current User / Keyboard / Preload (I guess the 1st one is the default). You need to know the codes.

Runing intl.cpl will also do, but you need to find a way to get back your shortcut.

well i found this in the windows root folder
