System Tray Icons - Always Changing Status on Startup

Is there any way to permanently change the "status" of a system tray icon?

For example, there are some programs which load up at startup that I DO want to see in my SysTray (for example Norton) but some that startup that I DO NOT want to see in the SysTray (I want them hidden but available).

When I go to manually change the Taskbar options to change from "always hide" to "always show" it changes for THAT current session. BUT it always changes back to the previous settings whenever I do a RESTART... any suggestions?

Simply, is there a permanent way to change the SysTray status icons the way I want them?
