Tweak UI Is Misbehaving (Win98SE)

The only file type I've got left in Tweak UI's 'Add New' section is 'Documents on Desktop' (which I've disabled). I've tried dropping in html, txt, doc, files, etc. but it says it cannot add them to the menu so when I right-click on the Desktop the only available options are Folder and Shortcut.

Anyone have a fix? Anyone know the location of the relevant files in RegEdit?
