Set up Language pack to auto run in Windows

I would like to integrate a lanaguage pack in such a way as to have Vista running in the that language once it is fully installed. I would like the installer to be English (so I can read it), then have it up and running in Spanish once it is actully running in Windows. Integrating the actual language pack is no problem, I have actually got that done already. My problem is useing Intlconfg to setup the language.ini file.
