Drivers in system32 folder

In my device manager, I notice that my driver dll files are (by and large) in the system32 folder on my machine, and one or two are in the system32\drivers folder. So my question is:

Using the winnt.sif method, the bulk of the driver files will get copied to the system32 folder. For dll files that should be in the system32\drivers folder, could/should I copy these into the $OEM$\$$\drivers folder? If not, how do I get the unattended install to put the right dll files into the system32\drivers folder?
