Problem going from ISO to HDD to CD (slipstreaming)

Problem Files:

SXS.DLL + I386\ASMS\1000\MSFT\WINDOWS\GDIPLUS\GDIPLUS.MAN

-Note: there are other files as well, this is the first one that causes an issue.

Whenever I copy the files from the CD or ISO to my hard drive and then burn them back (tried before slipstreaming to eliminate the possibility of the SP being the issue), the CD no longer works. The ISO works fine, but after the files have been extracted, this file ends up being written as all zeros.

Does anybody know why this is happening?

I tried to view the file from my working CD, it crashed my hex editor and my text editor, and notepad shows it as all spaces (zeros).
