My msconfig.exe does not open, led of the HDD alone is blinking and it does not open.

It's possible that the file is damaged in some way.

To repair system files you can try to run:

SFC /scannow

This program can replace damaged or missing system files.

Be sure to leave a space before the / or the command will fail.

You may also want to run:

Chkdsk

on your hard drive to repair any HD Errors.

try manually running it, if it works i think one of your enviromental variables maybe screwed up
