how exactly ami suppose to get vpn working in vista?

this site says that i need to enable it but i have no clue what they are talking about.

also if you look at that last pic, i never get a vpn connection in my network connections..

edit: got it working, disabling a bunch of services which added 100mb or ram usage fixed it
