help! $OEM$ folder is not copied to c:\

Hi every body I am making one iso file with $OEM$ folder (with ultraiso and cdimage) and when I try it with vmware the folder $oem$ is not copied.

$OEM$ folder is in the same folder than i386 (NOT into the i386 folder)

I am using WINNT.SIF [GuiRunOnce] optons to execute some scripts

%systemdrive%\install\registry.cmd [not found when i try vmware]
