access rights problems

Hello, how can i allow non administrative users to

• change ip, netmask and dns?
  
• change intel pro set settings?
  
• change drive letter for flash disk after connecting it (it is not visible as drive after connecting it because network mounted drives already take it's letter)
  
• change some specified keys in hklm (not allkeys, just ones that i allow)? - this must be ideally done by command so i can script it
