Prevent Layers From Moving

dear friends,

does anyone know how to prevent layers in Dreamweaver from moving when a screen size changes.

I have designed a website in screen resolution 1024 by 768 pixels and I have got some layers with some pictures inside. But when in other computers the screen resolution is set in 800 by 600 then all the Layers are all over the place, they are moved from one place to other.

How can I set it like a Table, so that it doesn't moves no matter what screen size or resolution I use??

why not just use tables with a fixed size?
