Language Bar

I am trying to activate the language bar to use the speech recognition capability and I am unable to activate thelanguage bar. It is gray and it won't change

Any ideas?

If you right click on the task bar>toolbars>language bar,then you should be in business. In your scenario, try this:

Go to Control Panel->Regional and Language Options->Languages->Details...->Advanced

and uncheck the "turn off advanced text services" and reboot.
