Can any1 tell me what this is and why it keeps appearing in my os in VMWare.

This appears on the desktop, in the startup list, & under Entertainment with windows media player.

It is basically an inventory of what is in or was in that folder. If you recently deleted them delete the desktop.ini and it should regenerate it without the stuff that you got rid of. It won't hurt anything to leave it alone.
