Re-distribution of Nepali locale

Dear all,

We're currently making an Open CD which requires Nepali locale made by Microsoft. We've read the license but it's still confusing. We are currently using the following update :

Update for Windows XP Service Pack 2 (897338)

http://www.microsoft.com/downloads/details...;displaylang=en

We would like to know whether this update can be redistributed in our Open CD.
