Rules default to (other machine)

Whenever I setup a rule it doesnt work. It defaults for "other machine" even after I click "on this machine". Theirfor my rules are not working. I tried to delete all rules and start over but it didnt work. Any suggestions

? or how can I setup the rules to default on this machine only>
