Folders not copied on install

I am trying my first attempts at unattended installs. I was successful in creating a CD for an unattend install, but when I created another one with folders in $OEM$\$1, the folders did not copy to the hard drive. I interpret the instructions to mean that any folders within the $1 folder should copy to C:\.

Any ideas on what I have done wrong?

check your answer file and be sure you have oempreinstall=yes under the [unattended] section.
