Small Bug: Regional Settings (Unattended Install)

I hope this doesn't sound like a complaint, just a bug report.

After loading last session.ini it looks like all is saved from the last session,

except the Regional Settings/Timezone. It is blank and needs resetting.

On the positive side, Automatic Updates (Elevate Non-Admins checked) seems to

work when I am logged in as Limited User account.

Problem still persists in 1.2.1 Not complaining...
