$OEM$ folders don't copy to hdd during unattended instal

I followed the instructions for the Windows XP unattanded install, but the $OEM$ directory structure didn't copy to the HDD. For example, on my DVD I have $OEM$\$1\Install and that folder has applications I wanted to install. I am using virtual PC to test my DVD, the only thing I could figure is maybe something about virtual PC screwed it up, but from what I have read, $1 should copy to the system partition. I don't really see how Virtual PC could screw that up, but...... any other suggestions?

make sure you have OemPreinstall=Yes under [unattended] in your winnt.sif file which is in i386. And your $oem$ folder is in the same directory as the i386 folder.

Even after a making a number of unattended dvds over the last 3 years I just today forgot oempreinstall=yes
