Installing the Intel chipset utility.

I followed the instructions on

The file I am trying to create a setup.iss for is infinst_enu.exe

This is the Intel chipset utility.

There do not seem to be any switches available for it.

How can I install it silently?

Did you extract infinst_enu.exe? Then run the -R switch on Setup.exe (in the extracted directory) to create a setup.iss file.

The webpage I mentioned does not actually mention that you have to extract the file first.

Hopefully this will be updated.

This can be done by simply adding the -s attribute to the setup.exe, it supports this. To get the setup.exe you need to extract the files from the sfx volume, you can use winrar to do this..
