how do i setup bellsouth ppoe on sbs 2003

When i had DSL years and years ago i used RasPPPOE which worked perfectly, you might want to try that, i believe it supports 2003.

Personally though i wouldn't want my server directly on the internet, i'd sugest getting a firewall of somekind and letting that take care of the pppoe/internet connection.

We use Watchguard Fireboxes over here
