Adding programs to Start Menu (via inf/registry)

Hey folks, I'm trying to add shortcuts to my All Users start menu, and I'm sure there's a way via an advapi .inf installer file, but I can't seem to find it anywhere on the msfn forums or google Anyone have any ideas?
