Internet Explorer File Download

I did a System Recovery, Windows XP Home Edition. Now when I try to download any files in Internet Explorer, I get the following error message: "Internet Explorer was not able to open the Internet Site. The requested site is either unavailable or cannot be found. Try again later."

Is there a setting that needs to be changed or a corrupted file? I have searched for different tools, but again, cannot download them to run any sort of diagnostics.

Tools -> Internet Options -> Security

Ensure setting "File Downloads" for Internet zone is enabled.

I had that enabled, still does not want to download anything. Any other suggestions?

are you having problems just downloading files or is it opening sites altogether?

try loading firefox on it, or maybe looking through the internet options. although, i havent seen this happen so im not very knowlegeable with this kind of problem.
