Classic Logon Screen - Complete redesign?

Hi

I want to COMPLETELY redesign the classic/domain logon screen in windows XP. I do not just want to change the images as has been described previously.

Does anyone have any idea where to start with this?

I have seen this done once before so I know it must be possible.
