powercfg for all users

Hello.

I am using the powercfg.exe to set power options for laptop.

POWERCFG /S "PORTABLE/LAPTOP"

But my problem is, that the options are set only for the actual user. How can I set the options for all users?

My goal is to set it per script (VBS), so I can't use control panel or something with GUI
