This is the error i get when trying to run Internet Explorer.

That error is ALWAYS caused by spyware or malware on your PC. Boot into safe mode, then start the cleanup with an antispyware program or three (like Windows Defender, Spybot, AdAware, etc), make sure you run an antivirus scan against the machine with current definitions from your antivirus vendor, and restart. IE will work fine afterwards once the machine is clean.
