What exactly is the recovery console

While i was reading old posts i saw alot of references to the recovery console. Some of them talking about it not beeing installed when doing a unattended install.

Also, there has been ppl talking about the menu not installing.

I was wondering if what all those posts are talking about the option to press R when installing to start the recovery console or about something else. Also is it really not installed when doing a unattended installation ?
