Active programs icons disapear in taskbar

Whenever i have a lot off programs running in the BG, some of the icons dissapear or will not show up on the right side of the taskbar, this also happens when i open a new program that will launch minimized to the taskbar it will be there for a splitt second and than just dissapear.

I have Hide Unactive programs turned off so that is not the problem.

I find this most annoying because now i cant open some progs that are alrdy running in the BG.

Is there a fix for this?

(btw please appologize when i do not make sence, i use the dutch version of windows and so, do not know some english names of certain in windows, but i have added a SS to clearify)
