issues installing internet explorer 6

i cant figure out why it wont let me install it.

it keeps bring up A previous installation has pending work requiring a reboot. you need to restart your computer to complete that installastion before running Internet Explorer setup. Setup will now close.

i dont get it. i have restarted my computer 10 times and its still doing it.

is there any way to reset or close what the issue is confilcting with?

this is an install for ie6setup.

i have installed other programs with no problems.

so i know other installs work but this one.

if you have any ideas on what i can do i would appreciate it.

its very frusterating.
