WinPE Windows 2003 Setup Copies Files Twice?

Hello,

I'm launching a Windows 2003 setup from within Windows PE. When setup runs inside WinPE, it appears to copies files from the CD to the local HD. However when it reboots and setup is running in text mode, it copies files again.

Is this normal, or do I have a switch set wrong somewhere? Any suggestions?

That is normal. It must go through both phases. Stupid, I know. But setup couldn't be redesigned in Whistler to do it more logically.
