Is there a program on my computer where i can make it change my ip address?

yah there is

change your mac addy

goto your connection

then, properties

configure beside the network card

advanced

network address

goto value, selcted that dot

then , type in a mac address

most ip addresses are based off of your mac address, changing that, changes your dynamic ip
