[Question] About my own ( local ) Forum

Does anyone know if such application exists, i want to have my own local forum, to be more precise.. i have C, D, partitions and when i access D i want to browse it like in a forum, or maybe another file manager app. that would be similar to this, sorry for this baf english, i hope you all understand what i'm trying to say here
