MS PowerStation FORTRAN 4.0

Hey I've heard it is very old, never updated now, and gives mediocre performance binaries. I am persuading my teacher to use something else, but I don't know what to recommend.

Plz tell about something easy to use, as most of the ppl are not computer-geeks, but civil engineering users rather. Recommend an IDE. Don't care about the cost. Our management will make the deal.

I'd recommend GNU Fortran, although it's not an IDE...
