How to make computer user group has access right to IIS?

When i logon as administrator , i can run the default website and Ftp.

When i logon as user,i cant even view the items inside default website and FTP.

Can anyone help me as i need to rum my program in user account which default website and FTP must be running?

You have to be an administrator of that machine to modify IIS, so the account has to have admin permissions.
