Active directory and printer rights

I have a user that needs to be able to add a printer in Windows XP but at this moment we have a group policy setting that disables this feature for that user group. I am using windows 2003 for my server. What i am wondering is, is there anyway to open up this access to this one user without creating a whole new OU just to give the user the required rights to do this. If so I would like to create the OU where the user currently sits and just try to over ride the disable add & remove printers policy. Would that work, that way all I have to do is make a new GPO with only those settings?
