Cannot Customize Office 2003 Under WinXP

I am using Office 2003 SP2 under Windows XP Proffessional SP2.

When trying to customize Menu or Toolbar by right-clicking the toolbar area --> "Customize..." --> "Commands" tab, regardless of what I select under the "Categories" box, be it "File", "Edit", "Tools" etc., the "Modify Selection" button is always grayed out.

Can anyone help to overcome this problem? Maybe by modifying Registry or Policy?

Somehow I have found how to do it.

First we have to right-click the Toolbar or Menu area, the "Customize" dialog box will pop up.

While the "Customize" dialog box is open, right-click the Menu or Toolbar item that we want to customize on the Menu or Toolbar area, not in the "Customize" dialog box, that will bring a rectangular border on that item, and a drop-down menu will come up enabling us to do the customization on that item.

What a trick!!!

Did someone put faronics win select or a restricting tool on your computer because that might lock things up?
