File Downloading from a link in webpage

Hiyos!

Trying to get clients to be able to download files by clicking on the hyperlink pointing to the file.

I have a webpage (URL is below) on my website, hosted on my home computer that has hyperlinks (neither of the two work) that point to files that a client should be able to download by clicking on the hyperlink. The links point to files that are in the same directory as the wawonline14.htm page.

Does anyone know what permissions need to be set where specifically to allow this to work? I have looked all over and tested quite a few possibilities but no luck so far. I am sure I had it going at some point but cannot find it anymore, any help would roxxor!
